Is a PDF invoice an eInvoice under the published Irish direction?

No. Revenue defines an eInvoice as a structured electronic document that supports automated processing and complies with EN 16931.

Does every Irish business have to issue structured invoices in Phase One?

No. Issuing and reporting begins with large corporates in scope, while all Irish businesses must be able to receive structured eInvoices from 1 November 2028.

How does VIVA address regulatory conformity?
